On 18 March 2025, Rep. Nicholas Langworthy (R-NY-23) introduced H.R.2204. The text of this bill is not officially available yet, but it is a reintroduction of H.R.9158 from the 118th Congress.
If passed, this bill would strip the First Amendment rights of international students. It would require universities to “immediately report to the SEVIS when a student holding a J-1 or F-1 nonimmigrant visa has participated in activity in support of, or as an endorsement of, a foreign terrorist organization.”
Naturally, the designation of a group as a “foreign terrorist organization” is under the purview of the Department of State and subject to the whims of the current administration.
This bill states that “the Secretary of State shall revoke such visa if the Secretary determines that such participation is established” and that “the Secretary of Homeland Security shall initiate removal proceedings.”
